Why Did Custodian Suspected Of Putting Camera In Women’s Bathroom Get A School Job?

NORTHFIELD, Ill. (CBS) — The school custodian accused of putting cameras in bathrooms was still on the run Tuesday night.

But meanwhile, for the first time, the Northfield School Board and attorneys combed through just what happened at the Sunset Ridge School.

As CBS 2’s Tara Molina reported, the meeting at the school was held behind closed doors. But we know the board was looking into current practices – and what can change – because the man police said is behind the bathroom camera incidents never should have made it into the school in the first place.

David Garica-Espinal started working at Sunset Ridge in 2015. But the school was not the first place he committed a crime, nor the first time he brought a camera into a bathroom.

We know a background check that was done by outside vendors failed to flag Garcia-Espinal’s felony conviction for identity fraud in 2012.

And it missed more than that.

There was an incident in 2010 when Garcia-Espinal was found taking pictures of women going to the bathroom in a Northbrook movie theater. And in 2012, he admitted to Glenview police he had entered the women’s restroom at another theater at least twice to masturbate.

With the school board meeting with district attorneys to talk about their internal investigation tonight, CBS 2 brought the latest to criminologist and Loyola University Professor Arthur Lurigio.

“This is a sexual victimization,” Lurigio said.

With a solid gap between Garcia-Espinal’s last crime on record – 2013 – to last month, is there a chance the bathroom incident discovered isn’t the first of its kind?

Lurigio said yes.

“In my expert opinion, it’s more likely than not that this behavior has been repetitive, and that there have been numerous victims who’ve had their expectation of privacy violated,” he said.

He calls the behavior, and the crime, compulsive.

We’re told there were only a couple parents who came to the meeting at Sunset Ridge School for the public comment period. No one at the meeting ahead of closed session wanted to go on camera.


Rep. Jan Schakowsky Calls For Law To Protect Consumers From Abuses By Ticket Brokers

CHICAGO (CBS) — The CBS 2 Investigators were getting results Tuesday, just one day after we exposed abuses by ticket brokers.

Those abuses included selling tickets for the same seats to different people.

On Tuesday night, U.S. Rep. Jan Schakowsky (D-Illinois), who heads the House Consumer Protection Committee, put the sites on notice. Schakowsky talked with CBS 2 Investigator Pam Zekman.

“I think this is exactly the kind of thing that cries out, ‘There ought to be a law,’” Schakowsky said. “There shouldn’t be a big hassle for you to either be able to get your money back.”

But as we disclosed, that’s exactly what happened to Steve Derkacy and Tammy Walczyk when they purchased tickets for different concerts from a broker called Verified Seats.

Derkacy paid more than $1,000 for six tickets to see Bob Seger’s farewell concert. But when his group got to the gate, he said, “The last two of us tried to scan our tickets, and the ticket taker said: ‘No, this is invalid. It’s been scanned 20 minutes prior.'”

Walczyk paid $320 for two tickets to see Isbell at Northerly Island. She said her tickets were invalid when they were scanned at the gates.

“So someone else must have purchased the same seats and were able to scan in before we did,” she said.

They both got a huge runaround when they asked for refunds.

“That’s putting a burden on consumer to go through hoops to get their money back from someone else’s mistakes,” Walczyk said. “Wrong.”

Schakowsky reviewed our stories and agreed with consumer concerns.

“I believe as a consumer that there’s is a flaw in the ticketing system that allows two completely different parties to buy the same tickets,” Derkacy said.

Upon listening to that comment, Schakowsky agreed.

“There has to be a process that that never happens,” she said. “It should be against the law.”

Another problem confronted Gary and Christine Waller. They never got tickets they purchased on line for a Cubs game from a company called Vivid Seats.

“It was heartbreaking because we were so psyched,” Waller said.

That was the result of a technological downloading error, said a spokesman for the broker.

“If there is a problem electronically of downloading tickets, that’s a serious problem,” Schakowsky said. “And that’s why we appreciate your input, and hopefully we’re going to very soon get a results of an investigation, and the next step would be legislation.”

The legislation, Schakowsky said, will also improve disclosures that brokers have to make upfront about added service fees, refund policies, and a warning that seats you order may be switched to ones you don’t want.

ATM Stolen From Bronzeville Car Dealership

CHICAGO (CBS)– Robbers stole an ATM from a car dealership on the South Side.

Robbers broke a window at Rogers Auto Group on South Michigan Avenue.

Officials arrived on scene in Bronzeville to find the broken window and the ATM missing.

Chicago police said the offenders, two men, fled in a silver SUV and no one is in custody.

Second Man, Jermaine White, 29, Charged In Connection With Shooting Of Firefighter

CHICAGO (CBS)– A second person was charged in connection with the shooting of a Chicago firefighter.

Jermaine White, 29, of Albany Park was charged with aggravated batter and discharging a weapon.

Last week, Hollis Williams was also arrested for the shooting that happened while the firefighter was responding to a call on Feb. 2.

Police say two people set a car on fire near Wilson and Kimball before fleeing the scene.

Williams, 29, is charged with four felonies: unlawful use of a weapon by a felon, aggravated battery of a firefighter, aggravated battery of a police officer, and aggravated unlawful use of a weapon. He is also charged with multiple traffic violations.

A bullet hit the firefighter in the leg and officials said he is expected to make a full recovery.

Gary’s 311 Services Request Phone Line Not Working Properly

GARY, Ind. (CBS) — The city’s 311 service is causing confusion for some residents because dialing the number doesn’t connect you to anything.

Davi Welch-McNish tried to call last week after he found a pile of trash dumped in his alley.

“The number is not a working number,” Welch-McNish said. “If it’s a possibility to have a 311 working number, then I would welcome it.”

CBS 2 called 311 from Gary after hearing McNish’s story.

The message?

“Welcome to Verizon Wireless. We’re unable to complete your call.”

When CBS 2 searched Google for “Gary 311” and the first result, a link from the city, said “Website Coming Soon.”

“We just started a new administration last month,” Welch-McNish said. “I’m sure that they’re working on it and I hope it’ll be even better than it was before.”

Gary’s budget includes a $56 million general fund.

It’s unclear how much Gary invests in its 311 services because the 2020 budget is not posted online. The most recent budget posted is from 2018.

John Allen is a Gary business owner who says he tried dialing 311 from both his cell phone and land line but couldn’t get through.

“I’m optimistic about it getting corrected and I hope that they do something about it,” Allen said.

Residents can report problems via the city’s 311 app.

Mayor Jerome Prince’s spokesperson, Michael Gonzalez, said the city is still getting service requests.

“Dialing 311 is not the actual number. That’s the name of the app and the service that we provide,” Gonzalez said. “If they want to dial the number–if they want reach us by landline–they should dial 219-881-1311.”

“A lot of older people don’t even have apps,” Welch-McNish said. “They don’t even know what an app is. So having a working 311 number would help.”

Welch-McNish never got through to the city about the trash last week. He said someone–maybe the people who put it there–cleaned up some of the trash last week.

“They came out and cleaned up after themselves,” he said.

This week, there is still a punching bag, a broken desk and a tire just on the vacant property behind his house.

If you want to report it, you can’t dial 311.

CBS 2 asked the city if there was ever a time when people in Gary could dial 311 and connect to the city. Gonzalez said he is looking into it and will get back to us.

He also said Mayor Prince will be taking a closer look at 311 services and any possible improvements at a meeting next week.

A tech consultant tells CBS 2 that it can cost anywhere from $1,000 to $10,000 for a city to set up a 311 number.

There are also costs associated with each call. The expert said, while its rare for a city with 311 services to not use the phone number ‘311,’ many cities are encouraging people to use mobile apps because it is more cost-effective.

Teen Robbery Crews Suspected In Armed Carjackings, Robberies, Shootings, And Other Crimes

CHICAGO (CBS) — Armed carjackings, robberies, shootings, police chases – these are just some of the crimes of which crews of teens have been accused in recent weeks.

At least 10 police departments are trying to determine a possible link.

CBS 2’s Charlie De Mar on Wednesday introduced us to some of the teens and their serious crimes.

Candace Jordan’s Dunkin’ Donuts in southwest suburban Bridgeview was robbed in a matter of minutes on Jan. 4.

“The two guys jumped over the counter,” Jordan said.

Surveillance pictures show two men jumping over the counter leaving with a few hundred dollars.

“She begged the guy, like, you know: ‘Just please don’t shoot me! I want to get home to my daughter!’” Jordan said, “and he told her, like, you know, ‘Shut up. You know, I’m not trying to kill you. Just give me the money!’”

Police said the same group of men who robbed Jordan’s store also robbed a location in Lisle and a Dominos’s in Downers Grove.

Devontae Johnson, 20, and at least two other teens were arrested after leading police on a chase in a stolen Mercedes Benz, ending in Oak Park.

Just Days before, Chicago Police pinned a 7-11 robbery and shooting in the Far Northwest Side’s Dunning neighborhood on 16-year old Larrion Brown.

But Brown is being treated and charged as an adult. He is accused of shooting the clerk twice – distinctly using his left hand to pull the trigger.

Brown got away less than $40. It was his first stop on a crime spree spanning four cities in four days.

The investigators from several police departments are now comparing notes, surveillance video, and crime scene evidence in effort to see if the crimes are connected.

Brown was arrested about two weeks after the 7-11 shooting, so it is unclear if he is involved with the crimes in the western suburbs. Several departments say that they looking into a possible link between all of the crimes.

Man Clinging To The Roof Rescued From South Austin Fire

CHICAGO (CBS)– A man was injured in a residential fire in the South Austin neighborhood.

According to Chicago police, the fire broke out at a residence in the 5800 block of West Erie.

A man inside the home at the time of the fire was clinging to the roof when fire crews arrived on scene.

Police said the man sustained minor burns to his body and was taken to a local hospital in good condition.

The cause of the fire is not known at this time. The house did not have any working fire detectors.

Chicago RealTime Weather Alert: Snow Ahead Starting Wednesday Afternoon, Night

CHICAGO (CBS)– Snow is on the way and advisories are in place for the Chicago area. Morning and evening commutes may be impacted by slick road conditions.

Snow is expected late Wednesday afternoon through early Thursday. Chicago areas could see over four inches of snow by Friday.

A Winter Weather Advisory has been issued for Northwest Indiana, as well as Will, Grundy, and Kankakee counties in Illinois, from 4 p.m. Wednesday to 9 p.m. Thursday.

Both Thursday and Friday, bitter cold temperatures with highs only in the upper teens are expected. Friday morning could be the coldest with temperatures around 0 degrees.

As the bitter cold temperatures move in, high winds will bring negative wind chills.

By the weekend, temperatures will rise to the 30s and will continue to rise to the 40s by Monday.


Kim Foxx Backs New Indictment Against Jussie Smollett; Special Prosecutor ‘Had The Facts And Evidence To File Charges’

CHICAGO (CBS) — Cook County State’s attorney Kim Foxx says she supports new charges against actor Jussie Smollett, even though her office dropped similar charges that the former “Empire” actor lied to police the he was the victim of a racist and homophobic attack last year.

Smollett was indicted on six new charges of disorderly conduct, accusing him of filing false police reports in the case.

A special Cook County grand jury handed down the new indictment on Tuesday, following a six-month investigation by special prosecutor Dan Webb.

“Our office filed charges in this case. It was the disposition [dropping of charges] that was cause for difference,” Foxx said. “He had the facts and the evidence to file charges.”

“We are continuing to avail ourselves to a review of how this case was handled. As I said from the very beginning we welcome the non political review. And that’s ongoing.”

“We are certainly cooperating the best we can.”

Foxx refused to speculate  to the timing of the indictment, which comes just five weeks before the Democratic primary. “I certainly hope the decision made in this case was based on facts, evidence and the law.”

 

“The grand jury’s investigation revealed that Jussie Smollett planned and participated in a staged hate crime attack, and thereafter made numerous false statements to Chicago Police Department officers on multiple occasions, reporting a heinous hate crime that he, in fact, knew had not occurred,” Webb said in a statement.

Cook County prosecutors last year dropped 16 disorderly conduct charges against Smollett, just over a month after Chicago police had accused him of orchestrating a hoax because he was upset with his salary on the TV show “Empire.”

Last August, Cook County Judge Michael Toomin appointed Webb, a former federal prosecutor, as a special prosecutor in the Smollett case; tasking him to not only investigate Foxx’s handling of the case, but to decide if Smollett should be further prosecuted for allegedly staging a fake hate crime against himself.

In a statement on the new Smollett indictment, Webb wrote that his office “obtained sufficient factual evidence to determine that it disagrees with how the CCSAO resolved the Smollett case.”

Webb said the Cook County State’s Attorney’s office could not provide him with any evidence that the decision last year to dismiss the charges against Smollett was handled similar to other cases.

Smollett is due in court on Feb. 24.

Musbau Hamzat, 37, Charged In CTA Red Line Stabbing

CHICAGO (CBS)– A man was charged in connection with a stabbing on a CTA Red Line platform.

Police said a 35-year-old man and a 37-year-old man got into an argument around on Feb. 10 at the 79th Street stop on the Red Line. The offender, identified by police as Musbau Hamzat, 37, then pulled out a knife and stabbed the other man in the left arm.

The victim was taken to University of Chicago Medical Center in good condition.

According to Chicago police, Hamzat was arrested on Feb. 10 and has been charged with aggravated battery with a deadly weapon and aggravated battery of a transit passenger.

Hamzat is expected in bond court on Wednesday.

Fetal Remains Found On Property Of Dr. Ulrich Klopfer Buried In South Bend

CHICAGO (CBS) — Thousands of unidentified fetal remains found on personal property associated with Dr. Ulrich Klopfer, an Indiana abortion doctor who died in September, will be buried Wednesday in South Bend.

Indiana Attorney General Curtis Hill be speaking at the memorial service around noon at Southlawn Cemetery and Palmer Funeral Home.

Authorities in Will County found more than 2,200 aborted fetal remains in Klopfer’s garage in south suburban Crete Township after his death. His family has said they found them in the garage, and never knew he’d been storing them there.

Fetal remains were found in moldy boxes, and Styrofoam coolers held leaking medical waste bags. Sloppy, smudged, and incomplete records might explain which remains belonged to which patients.

“It’s virtually impossible to determine which remain goes with which record,” Hill said at the time of the discovery last year.

Weeks after the garage discovery, more remains were found in Klopfer’s car. In all, authorities found Klopfer had improperly stored more than 2,400 fetal remains on personal property.

Hundreds of thousands of health records from Klopfer’s practice also were left abandoned in his former clinics, as well as storage units and another garage he owned.

A preliminary report from Hill’s office found the remains are from abortions performed between 2000 and 2003. However, because Klopfer did not properly dispose of the remains, or notify patients about their medical records, authorities can’t confirm the identities of the individual remains.

Klopfer had clinics in Gary, South Bend, and Fort Wayne. His family, who have fully cooperated with investigators, discovered the remains.

They have since been moved to Indiana.

Deerfield Police Say They Have Car, Person Of Interest Tied To Hit-Run Of 12-Year-Old, Chase Thompson

DEERFIELD (CBS) — A key break in the case of a hit and run that severely injured a 12-year-old boy last Friday.

Deerfield Police have taken possession of a vehicle believed to be involved in the crash shortly after 7 p.m. in the area of Deerfield Road and Beverly Place.

The vehicle “is being processed for items of evidentiary value and police are also interviewing a person of interest at this time,” police said in a statement.

The boy, Chase Thompson, is 12 years old and has autism.

His father, Thad Thompson, told CBS 2’s Chris Tye that his offer to pay a reward to the driver who hit Chase for surrendering will expire at 7:07 p.m. this coming Friday – one week from the accident.

Chase is nonverbal, and is kept secure with double-cylinder locked doors. But with no jacket and no shoes, Chase still made it out of the family’s home this past Friday.

When Chase hit the street, the car hit him and left him for dead. Chase remains in critical, but stable condition at Lurie Children’s Hospital.

University Of Illinois Research Hub To Anchor First Phase Of The 78, As Massive Project Gets $500 Million In Funding From The State

CHICAGO (CBS) — Construction on the first major piece of The 78 megadevelopment in the South Loop should begin later this year, after Gov. JB Pritzker announced the release of $500 million in capital funding for the Discovery Partners Institute (DPI), a research hub led by the University of Illinois.

DPI will be the anchor of the first phase of the $7 billion 62-acre project, which will be built along a vacant stretch of land on the east bank of the Chicago River between the South Loop and Chinatown.

The University of Illinois plans to build a 500,000-square foot headquarters for DPI as the centerpiece for the first phase of The 78. Construction of the center is expected to be completed in 2024.

The center would focus on specialized research in computing, big data, food and agriculture, and health and wellness. Project leaders envision DPI as the hub of a statewide research network known as the Illinois Innovation Network (IIN).

“We are launching a new era for Chicago as an extraordinary focal point for an unparalleled tech workforce and research and development that will attract talent to our state from around the world, strengthening Illinois’ long-term economic vitality for generations to come,” Pritzker said at a Wednesday morning news conference to announce the funding for DPI.

DPI also will partner with Argonne National Laboratory and several public and private universities, including Northwestern University, the University of Chicago, and the Illinois Institute of Technology.

The research campus is expected to generate 48,000 “new economy” jobs over the next 10 years. Mayor Lori Lightfoot said it also will help keep talented University of Illinois engineering and technology students in Chicago.

“This project can be a game changer for all we want to accomplish in this city,” she said. “We are literally standing on a field of possibilities. Building the DPI campus here in The 78 — a site that has sat vacant for way too long — is a very important opportunity for our city now, but also for the future; education, technology, entrepreneurship, transportation, housing, and infrastructure all right here, all reinforcing each other, and all just a short distance from the heart of our downtown and a short drive from our neighborhoods.”

The $500 million in capital funding from the state was approved last year, but the governor did not release the funding until the University of Illinois received $230 million in commitments for matching private funding for the project. Pritzker said he expects the university will be able to raise at least $270 million more in private donations for DPI and IIN.

In addition to the research hub, the first phase of the massive development plan known as The 78 will include 1.5 million square feet of office space, 700,000 square feet of housing, and 100,000 square feet of commercial and retail space; mostly on the north end of the site. The first phase is expected to be completed by 2024.

Related Midwest president Curt Bailey said the first phase of The 78 is expected to create 9,500 trade and construction jobs and 9,000 permanent jobs.

Overall, the project is expected to include 13 million square feet of office, residential, commercial, and park space. It also will include a new 15th Street bridge, a CTA Red Line station at 15th and Clark streets, a new stretch of the Chicago Riverwalk between the South Loop and Ping Tom Park, and a new enclosed water taxi station on the Chicago River.

Of the 10,000 residential units expected to be built on the site, at least 2,000 will be set aside for affordable housing.

Officials said, overall, The 78 is expected to create 15,000 construction jobs and 24,000 permanent jobs, and to generate $40 billion in economic activity over the next 30 years.

Related Midwest also has secured $700 million in tax increment financing subsidies from the city. That funding will be used to reimburse the developer for infrastructure work — such as new roads, bridges, and more — that will be part of the ambitious construction plans.

Last year, Lightfoot announced the city would form a community advisory council to allow for public input on The 78 as the project moves forward. On Wednesday, she said the council has not started meeting yet, but she expects to soon announce who will be serving on the council.

“We are in the process of identifying people who will populate those councils. We’re working with the aldermen to make sure that that process moves smoothly,” she said. “We’re anxious to get that process up and running as quickly as possible.”

Meantime, Pritzker also thanked former Mayor Rahm Emanuel for his work on DPI, which was first announced two years ago. The governor said Emanuel started calling him about the plans for the research hub even before Pritzker was elected governor in 2018, “and he hasn’t stopped calling.”

“Rahm can be relentless when he wants something done,” Pritzker said. “He said that DPI would anchor an ecosystem of tech growth, and would become an unparalleled engine of opportunity for our state. In addition to my gratitude for his support for this project, I’m grateful that the many phone calls from him might now subside.”

Four Curie High School Students Suffer Overdose

CHICAGO (CBS) — Four students suffered an overdose at Curie High School, according to the Chicago Fire Department.

The nature of the overdose was not known and fire officials called several ambulances to the school, 4959 S Archer Ave., in the Gage Park neighborhood.

The incident happened around noon in a classroom, according to dispatch reports.

On Heels Of Deadliest Weekend Of The Year, Mayor Lori Lightfoot Confident CPD ‘Will Rise To The Occasion’

CHICAGO (CBS) — Warning that the city could “have a mess on our hands” if the Chicago Police Department doesn’t get a grip on a rise in gun violence in the wake of Chicago’s deadliest weekend of the year, Mayor Lori Lightfoot said she’s confident top brass “will rise to the occasion.”

Nine people were shot and killed over the weekend across Chicago, the most homicides in any weekend so far this year, and the most in a February weekend in 18 years.

“This weekend’s crime numbers, where we saw so many homicides, and we saw a lot of shootings, were incredibly distressing to me. I’m not going to shy away from that,” Lightfoot said at an unrelated event on Wednesday. “I had a lot of very difficult conversations with CPD leadership over the course of the weekend, Monday, and yesterday, and I’ve challenged them that they have to be proactive.”

The mayor had her weekly accountability meeting with police brass on Tuesday, and she said it was the first time that all 25 district commanders were called in.

The weekend’s shooting totals come after 2019 was the third consecutive year that homicides and shootings dropped in Chicago, and Lightfoot said she made it very clear to CPD leadership that they have to use every available resource to prevent a significant spike in gun violence this year.

“If they do not act in a proactive way to use the tools that are available to them – including community partners – that we are going to have a mess on our hands that eclipses some of the worst years of violence that we’ve seen in recent memory. I’m not about to let that happen, and I hope that they understood the challenge that’s before them,” she said. “I’m confident that they will rise to the occasion, because they have to.”

Lightfoot also denied any suggestion that a crackdown on police overtime had anything to do with the surge in violence over the weekend.

Earlier this week, CPD spokesman Anthony Guglielmi said the department would be making some “deployment adjustments” to crack down on the rise in shootings.


Art Institute Acquires Rare Tiffany Landscape Window

CHICAGO (CBS)  — A stunning Tiffany stained glass window featuring a colorful landscape, complete with mountains and a lush waterfall will soon call the Art Institute home.

The Hartwell Memorial Window (Light in Heaven and Earth) was created by noted Tiffany artist Agnes F. Northrop and was made in 1917. She was considered Tiffany’s leading landscape designer. It was originally commissioned for Central Baptist Church (now Community Church of Providence) and according to the Art Institute the window “is a pinnacle achievement in the medium of stained glass.”

Measuring 23 feet high and 16 feet wide, the window features 48 different panels, including a majestic image of Mount Chocorua, located in New Hampshire. It’s considered one of the biggest and most ambitious landscape window projects undertaken by the Tiffany Studios.

“Landscape windows are rare within the overall production of Tiffany Studios, and the opportunity to acquire such a superlative example of Tiffany glass is one that will likely never be repeated,” said Sarah Kelly Oehler, the Art Institute’s Field­–McCormick Chair and Curator of American Art.

She added that it will join another well-known glass mosaic at the Art Institute: The America Windows created by Marc Chagall.

“The Art Institute has a strong commitment to collecting the work of women artists, and we are especially thrilled to showcase Agnes Northrop, whose vision truly shaped the aesthetic of Tiffany Studios,” said Oehler.

Right now, the window is getting cleaned up and going through some conservation work at the Art Institute. According to the museum, the window will be installed this fall. It’ll be placed in the Henry Crown Gallery.

Confusion Continues As Dr. Koinis’ Suicide Note Hints At Not Vaccinating Kids, Doctoring Records

EVERGREEN PARK, Ill. (CBS) — Concerned parents on the Southwest Side and surrounding suburbs were asking plenty of questions Wednesday, following new information about a doctor’s suicide.

The note he left indicated he might not have given some of his young patients vaccinations.

CBS 2’s Jim Williams has the story from Evergreen Park.

Parents have been calling the sheriff’s office and writing lots of social media posts, some calling Dr. Van Koinis a great pediatrician. But others are expressing fear.

So what can parents do now? CBS 2 got an answer.

Doctor Van Koinis left behind a suicide note that the Cook County Sheriff said indicated that Koinis regretted how he handled vaccinations.

Sheriff Tom Dart told CBS 2 the note mentioned a 10 year period in which the pediatrician either doctored records or gave fake vaccinations.

The fear is that some of the young patients he saw at his office on West 95th in Evergreen Park might not have received the shots.

Mary Mullaney said officials in Worth Township told her her preteen son, a Koinis patient, was missing vaccinations.

“They said he was extremely behind on his shots and I just went with what Dr. Koinis said that they needed,” said Mullaney. “Because I thought, you know, he’s their pediatrician. He knows what shots are needed.”

One doctor’s office in the southwest suburbs told CBS 2 it’s been taking calls from concerned parents of Koinis’ former patients.

Dr. Priya Malhotra of the Weissbluth Pediatrics Practice in Chicago said parents can get answers by scheduling what’s called a titers test.

“These titers can test for each of the immunizations, specifically the bacteria and viruses that the immunizations cover for and these titers will you let is your child is immunized against the infection or not,” said Malhotra.

Doctors are able to get results of those tests in only a few days.

To be clear, some parents told CBS 2 they are convinced Doctor Koinis gave their children the vaccinations.

Grand Crossing Residents Fit To Be Tied With Megachurch-Goers Tying Up Parking

CHICAGO (CBS) — A megachurch is being blamed for mega-headaches in the South Side’s Grand Crossing neighborhood.

People living near the New Life Covenant Church Southeast are fed up with congestion and illegal parking. CBS 2’s Steven Graves took concerns straight to the church and the alderman.

Sundays bring joy for the many who attend the church, but for others, it brings just the opposite.

“They’re frustrations and annoyances,” said Valerie Eleby. “I prepare myself to wait until all church services are over.”

That is the only time Eleby can park at her home near New Life Covenant Church at 1021 E. 78th St.

It’s not that Eleby is against the thousands of people attending church – on the contrary, she said she thinks that’s a “great thing” – but she does want respect.

“The people in the neighborhood want to be guaranteed a place to park,” Eleby said.

The church promises more parking once the new church is complete nearby on Greenwood Avenue.

The problem is that the new church building is only partially complete after five years. Meanwhile, the congestion concerns just keep bubbling up.

One neighbor gave video to CBS 2 showing a Sunday morning traffic jam was afraid to speak out because of possible backlash.

The same goes for another neighbor who put these orange cones out on the street – which end up getting removed by churchgoers looking to park. The problem has everyone searching for a solution that is not proving easy.

CBS 2 saw traffic mitigation from the church last Sunday, as they placed their own cones and signs.

The church’s pastor, the Rev. John Hannah, denied us an interview. But he did take to social media – also frustrated after exhausting efforts.

“You can’t make grown people do anything,” Hannah said in a video posted to Facebook. “I can stand at the pulpit and say, ‘Look, don’t park there,’ but people are going to do what they want to do.”

CBS 2 pushed the office of Ald. Michelle Harris (8th) about enforcement. The office gave citation numbers over the past three Sundays.

The tickets increased from five one week to 12 on the next on one street – and then to 27 when officers cracked down even more and expanded their efforts.

With everyone seemingly at a loss for alternate solutions, neighbors say, as Eleby put it, “Try harder.”

The alderman now promises a meeting with the church and the community in the near future.

CBS 2 continues to look into an update on the church’s construction. The church website said it will be done this year.

Chinatown Vigil For Residents Shot To Death During Robbery Attempt

CHICAGO (CBS) — A huge show of support in Chicago’s Chinatown Wednesday night for two murder victims.

Hundreds came out for a vigil honoring the two men killed in a robbery attempt.

CBS 2’s Mike Puccinelli reported Wednesday from South Wells Street near Tan Court, where the two men were gunned down and where the vigil was held.

Huayi Bian, 36, and Weizhong Xiong, 38, were shot and killed early Sunday morning.

It was a brutal robbery attempt that has rocked this community to its core. On Wednesday night through song and spoken word, including a call for justice and punishment in Chinese, those that knew and loved the two men gathered just feet from where they were gunned down at about 2:15 a.m. Sunday.

They were joined by hundreds of people who didn’t know them, but felt compelled to be at the vigil as a show of solidarity with the grieving families.

Police said both men were shot dead by Alvin Thomas in a botched robbery turned double murder.

The 20-year-old was seen on video trying to get away just minutes after police said he put bullets in the heads of both men.

The men hadn’t been home to china in years and leave behind family members in their native country.

So, now the community is rallying to raise funds to send the bodies home to China.

“We are stunned by the suddenness of this violence which reminds us of the slender thread which separates life from death,” said Dr. Andrew Lee of the Chinese Christian Union Church. “We pray first for the families of the victims. May you grant them strength to weather this time shock, grief and mourning.”

There was a short but heated discussion between community members and Ald. Byron Sigcho-Lopez (25th) who said he vowed to work with the mayor and police to determine how safety can be increased in the community.

Family Of Police Cmdr. Paul Bauer, Who Was Shot And Killed In 2018, Sues Online Gun Marketplace Armslist

CHICAGO (CBS) — A lawsuit Wednesday accused an online gun marketplace of complicity in the shooting that killed Chicago Police Cmdr. Paul Bauer two years ago.

The lawsuit was filed in U.S. District Court in the Eastern District of Wisconsin Wednesday by Bauer’s widow, Erin Bauer. It named Armslist and those who run the online marketplace – Brian Mancini, Jonathan Gibbon, and Broc Elmore.

The Glock 26 9mm handgun used in the Feb. 13, 2018 shooting was sold through Armslist, the lawsuit said.

The lawsuit accused Armslist and its leaders of encouraging and profiting from illegal firearms sales. Marketplaces such as Armslist are often used by people who are not allowed to buy guns, and gun traffickers, because purchasers are enabled to get around any need for a background check, the lawsuit said.

People have used Armslist to set up illicit and unlicensed online gun “stores,” a fact that the lawsuit called a foreseeable consequence of the fact that Armslist chooses not to use “features, policies and content designed to minimize the risk of illegal transactions which supply the criminal market.”

One of those virtual gun stores was being operated on Armslist by Thomas Caldwell of Wisconsin – who later pleaded guilty to selling firearms without a license and was sentenced to three years and one month in prison.

A gun trafficker from the Milwaukee area – identified in the lawsuit as Ron Jones – found Caldwell’s store and bought weapons without any background check, the lawsuit said.

In 2017, Jones bought a Glock 26 9mm handgun that ended up on the broader criminal market, the lawsuit said. It ended up in the hands of Shomari Legghette – who was not allowed to buy guns legally because of past felony convictions.

Legghette is accused of shooting and killing Bauer outside of the Thompson Center downtown.

Authorities at the time said Legghette was carrying a semi-automatic handgun with a 30-round magazine, and was wearing body armor. He allegedly shot Bauer at least four times in the head. Sources say he also was carrying multiple bags of heroin, crack cocaine, and marijuana at the time he was arrested.

Bauer, who was commander of the Police Department’s Near North (18th) District, confronted Legghette at the Thompson Center around 2 p.m. on Tuesday after chasing him down Clark Street. Legghette was running from tactical officers who had stopped him for questioning near the Renaissance Hotel near State and Lake streets. Bauer heard about the pursuit on his police radio and was attempting to stop Legghette when he was shot.

Bauer and Legghette engaged in a struggle, and they fell down a flight of stairs at the Thompson Center. At that point, several shots, up to seven of them, were fired and Bauer was mortally wounded.

Legghette was arrested moments later as he tried to escape.

The lawsuit accused Armslist and its leaders of being negligent and “at minimum, responsible as knowing accomplices or co-conspirators for Caldwell’s violations of (the law).” It called for compensatory and punitive damages, as well as an order that those who run Armslist either change their business practices or be shut down.

Armslist has not commented on the lawsuit.
