CHICAGO (CBS) — Chicago Police Superintendent Garry McCarthy says the arrest of Joaquin “El Chapo” Guzman is a moral victory and a victory for law enforcement.

“But don’t expect that 80 percent of our narcotics is not going to arrive tomorrow because Chapo Guzman has been captured,” McCarthy says.

Law enforcement officials have estimated that Guzman’s drug cartel is responsible for 80 percent of the drugs that end up in Chicago.

“When the head of a corporation leaves,” McCarthy says, “the corporation continues.”

McCarthy says in Chicago, the police have taken a different approach to narcotics enforcement.

“It’s not just about arresting narcotics dealers, seizing kilos, putting them on a table and saying that we’ve done something good.

“It’s about eliminating individual narcotics markets on corners so that we can reduce crime,” McCarthy says.
